Difference between maximum output current and maximum full-scale current.

Hi, 
 What is the difference between the maximum output current per H-bridge and maximum full-scale current? First one is 5A while the second one is 3A but what does this mean in practice?

 the maximum output current is a theoretical value connected to the short protection rating. It is important to drive additional loads, like cable capacity. For practical use, 3A, or 2.1A RMS apply.)
