Using the schematics of ZC702, FMCOMMS5, TE701 and TE0720 we made our own daugter board.
It has two AD9361. Connection pins between two AD9361 and Zynq is quite different from the connections
between ZC702 and FMCOMMS5 bu all pins were selected carefully. I started with the base project of fmcomms5 for ZC702. I deleted some unused peripherals,
changed the .xdc files according to our pinout and created the bitstream file without any error. After exporting the hardware and creating
the SDK project I succesfully built the project. Here is the problem: After downloading the .bit file when I try to run the code in debug mode
Debug pointer is not starting from main. After stopping the debug pointer for step by step running I caught it in disassembly and here is the disassembly code:

Whole disassembly is consist of andeq r0, r0, r0 commands. This command is OPCODE 0x00000000 which is a NOP code for ARM32.
What would be the reason for this?
