If you'll be using a crystal oscillator between XOSC26P and XOSC26N, which is what is recommended, then voltage level is not necessary. The parameters that need to be satisfied are provided below, which is in the datasheet.

There's no reference design that uses a TCXO with the ADF7023J. The only information available is to AC couple the TCXO before connecting to XOSC26N. XOSC26P must be left open or unconnected. Note that the recommendation is to use a crystal oscillator. If you have further queries, please contact our local ADI sales office.
