Yes, with some limits. The turns-ratio in the transformer is a little higher than 1:1 so there is a small amount of voltage gain. This is enough to allow normal power supply variance at the input while still maintain the set pint voltage at the output. So a 4.5V input will be able to generate a 5 V output at 30mA and a 3V input can generate a 3.3V output at 20mA. At lower loads, the output voltage will regulate at even higher output voltages. For practical purposes up to about 1.5V can be achieved depending on the load and the input voltage. Please refer to figure 15 in the ADuM521x data sheet.
