The requirement of load line (RDROOP) from Intel has a tolerance band. The accepted tolerance band for a certain VR/IMVP generation can be seen in the intel provided documentation. However, as said before there is a tolerance band above and below the required load line. An example from an Intel document showing a load line:
Be sure to match up the controller with the specific standard that applies to the CPU used in your design. If you have 2m ohm load line instead of 1.9mohm then the required output VID voltage will be a bit lower then the required value however as long as it is within the tolerance band it will not be an issue.
You can always tune the load line exactly to 1.9mohm by changing the RFB_ using the following formula
RFB(required for 1.9mohm) = (1.9/2) * RFB_(used for 2mohm)
