Yes, that's correct. Maxim BU do not have any ESD test reports for Garmin reference. Please see below pdf "Item 7 Figure" for ESD7004, SZESD7004 that we are using for GMSL-2 that should probably be good for GMSL-1 too.

Choosing an ESD diode is balancing between ESD performance and capacitance. Lower capacitance is better but you lose ESD performance. I would look at the insertion loss of the ESD diode and make sure at the GMSL-1 frequency (1.5GHz area and the reverse channel frequency 1MHz~) are basically 0. If they want higher system ESD they can bump up diode but your insertion loss will be worse.
