Do "one Tx switching" means only one of T1OUT/T2OUT ?
How are Maximum Data Rate at switching T1OUT/T2OUT same time ?
My system uses T1OUT as TXD, and T2OUT as RTS.

Yes, the note for max. data rate means only one driver switching, either TOUT1 or TOUT2. It is typical to list the max. data rate with only one Tx switching since this is also the same condition for max. slew rate. The RS-232 limits the max. slew rate <30V/us. The max. data rate on both channels depends on the total load on both lines. It will depend on how fast the TXD and how long the cable is. Typically, the RTS is much slower signal comparing to TXD, so it should not impact the TXD data rate.
