The GMSL1 parts have a 120MHz +/-20MHz internal oscillator. It is used to generate a 4ms nominal delay after all voltage rails are okay (okay meaning good enough to work, not necessarily within specification limits – for example, the 1.8V rail may be deemed okay at 1.2V).
Then the pins are sampled, the results stored, and they are reprogrammed for their other use.
