The R_IN pin of the MAX3232EEUE at the RS232 side can withstand a voltage as high as ±25V. The rating is independent of VCC. Therefore, an electrical signal applied to the R_IN pin before the chip is powered up will not damage the device as long as the voltage does not exceed 25V.
