What is your setup? What FPGA and what eval board? What software are you using?
On what clock are you capturing the data displayed in the image?
We do not offer SPI register level support on this forum, but I think you could use the software we provide to get a working system.

I'm using the intel cyclone 10gx development kit board. I use the verilog code to control the ad9361

As I mentioned earlier, it depends on the clock with which you're capturing the data. It must be source synchronous.
I get the idea that you have a custom board containing the AD9361, or am I wrong? You didn't answer my previous questions. Is it an ADI evaluation board?
Unfortunately we do not have an example using Cyclone 10 Gx, and we do not offer SPI register level support on this forum. The Design Support AD9361/AD9363/AD9364 forum might help you with the register inquiry.
We have software to control the AD9361, check out the Linux repository or the No-OS.
