ZCU102 FMCOMMS5 usb

I have an FMCOMMS5 board that I am connecting to my ZCU102 board. I burned the new 2019_R1 image to an SD card and can successfully boot from there. The problem is the USB does not work at all. I have configured the USB jumpers on the board as instructed by adding the jumper and changing CVBUSS_SEL correctly. The port still does not have power though and running lsusb reports: "unable to initialize libusb: -99". I have attached the linux boot log below. Thanks for the help!
