Problems with new boot.bin

Hi guys,
     I am using ARRV9008-2 eval board with EVAL-TPG-ZYNQ3.
     TES works well by default when I use the ADRV9009-SDCARD(JUNE 2018 rev 1.0 for use with Windows-based TES).
     I wanna do some change for PL, So I compile the BOOT.bin and replace the boot.bin in ADRV9009-SDCRAD.
     (reference wiki.analog.com/.../build-the-zynq-boot-image)
     I used the command "px -x", I cannot see the cmd_server run backgroud,so I run cmd_server manually.
     But this time, TES cannot connect with EVAL-TPG-ZYNQ3 again,the  cmd_server prompt me error:
   “cannot open EEPROM file /sys/devices/fpga-axi.4/41600000.i2c/i2c-0/i2c-6/6-0050/eeprom”
