Accurate sources are also an option these are calibrated to output V and I with a high accuracy, the meter under calibration is compared to the V I and phase
Rotek is one I use a lot but fluke,radian and mte all have accurate sources. There are many manufactures world wide see if there is a local distributor or manufacture in your area.
There are also combinations that include reference meters and sources.
If you are going to use resistors and capacitors and inductors to calibrate I would recommend a reference meter. The performance of the ref meter depends on the performance of your final product. I would recommend the ref meter be a higher performance that you final product by 5 to 10 times
