Answer:
The Pipeline Viewer is only supported on Blackfin and ADSP-SC58x cycle accurate simulator sessions. It isn't supported with functional simulator. So please check if you are running a session with "Functional simulator". If so, please try running the session in "cycle accurate simulator".
Also you can refer the table in below CCES help that shows the pipeline viewer supported targets.
