Summary: rarely, gettimeoffset() return backword time in 2008R1-SMP kernel
Details:
gettimeoffset() return a value between 100-200 (250Hz, 4000us per tick), but the jiffies has not increased by 1 compare to the last call, the cause is ILAT for core timer bit maybe read as 0. As so far, don't know the reason.

In SMP kernel, with earch core timer be used, I use printk found this rarely
issue, now the SMP kernel changed to use the gptimer0 as the tick source, so
this bug has out of date.
