Yes. The secure booting can be done in both open and lock part in ADSP-SC58x processor.
But in order to ensure the data protection it is better to lock the part for secure boot. With this, user will not be able to access the part unless the correct emulation key is passed via JTAG. So Secure debug is only possible with emulation key which is programmed in the OTP apart from the encryption keys.
