BF704 and ICE-1000

Question

Hi! I'm using custom board with bf704 and ICE-1000 emulator. 
 All jtag tests are successful. But when i'm working in CCES 2.3 getting the following error messages: 
 " Attempting to connect to an unknown device, however session is for a ADSP-BF704." 
 " Error in launch sequence [TpsdkServer] Failed to halt processor 0 " 
 I checked all the power supply voltage, checked a quartz resonator signal. 
 i'm using 14-pin connector with the following signals: 
 
 What can lead to this error?
