This paper offers a broad overview on the design of digital filters that are based on changing the sample rate to gain computational efficiency. In general terms the systems are implemented by decimating, filtering, and interpolating, though in some cases modulation is used to shift the frequency band of interest to baseband for processing. Multirate processing can be applied to low pass, high pass, and band pass applications.
