early serial_putc print wrong character before update update_serial_clocks in initcode.c

iirc, the early code expects the default clock settings to be certain values

that really only clock that way on the BF537.  but it's never really been a

problem since the window of misbehavior is so low and most people don't debug

before that point in time ;).

Fixed by inline the uart clock calculation code into initcode.c.
