Short answer: no.
I could be wrong, but ISO-26262 appears to apply to automotive embedded software, software design and software verification tools? LTspice, although it is design software, it is not for designing software; an important distinction.

ISO26262 does apply to hardware, and it expects that tools which are used to design hardware are evaluated for the possibility of introducing a bug and the likelihood of then detecting that bug. It is expected that all tools are evaluated, and most tools used in automotive flows are qualified by the vendor and supplied with a safety manual.
I too have the same original question - has the tool been automotive qualified, to what level, and is there a safety manual?
