Can you be more specific - which "filter design tool" are you referring to? A screen shot might help too...

In the filter wizard, if you ask for a bandpass filter that requires high Q stages, you'll likely get this circuit:
The circuit contains two resistors that create positive feedback in the circuit, to create extra peaking, i.e. more Q.
In the components tab, if you select "I want to choose", you have the ability to change the magnitudes of these resistors (but not their ratio), using the Q resistor slider.
