MAX96717 with discontinuous clock input

Our serdes mainly with continuous MIPI clock from sensor or SOC.

But some sensor sometimes with non-continuous clock output, so this status will have fault alart.

For example: If the serializer is MAX9295A, but sensor MIPI clock is discontinuous, the Pclkdet will not stable.

MAX96717 can support non-continuous MIPI clock,but need setup register 0x330 from default.
