This level translator will not have high-impedance inputs when VCC and VL are removed. In the absolute maximum ratings sections of the datasheet, you will see that the IO pins have maximum values referenced to the VCC and VL supplies. This is due to the ESD protection diodes. To guarantee high-impedance, make sure the part is powered and the \TS pin is low.
