Using MAX1619 to measure FPGA temperature, the local and remote values of MAX1619 read by the cpld fluctuates significantly when the FPGA is running certain programs. This seems to be totally abnormal. What might be the cause of this?

If both local and remote temperatures are fluctuating, please check the power supply to see if there is any significant noise. For analog measurements, external interference will generally result in fluctuation of the measurement result.
