On the MAX5725, if we apply a different voltage to VDD and VDDIO, do these two pins require a dedicated power sequence?

There is no sequence requirement. VDD and VDDIO can be turned on in any order.  VDD can be on before VDDIO, and VDDIO can be on before VDD.
