Does "Device is not responding" mean that the DAC output is not changing?

If so, you'll need to tie LDAC pin to ground.

First off, apologies for missing this post!

To add to what Heke mentioned above. It is not advisable to leave unused digital pins floating as these would result in an undefined state. I would suggest 10k ohm pull-ups for /ALERT, /CLEAR, /RESET and /LDAC. 

Next would be to check the SPI signals timing. A common issue is the sampling edge of the signal on different SPI modes. Figure 2 from the datasheet, gives a pretty clear timing diagram for the SPI.
