There should be no dependency between /CS falling edge and /WR falling edge. As shown in the timing diagram, the dependencies lie on the /WR rising edge.

Does DB11-DB0 began to transfer before the /WR rising edge? If it is, how long is this duration between the controller begins to write commands to DB11- DB0 and the /WR rising edge?

Data on DB11-DB0 is transfered to the device "at" the rising edge of /WR. The graph shows that the data on DB11-DB0 should already be stable for tDS ammount of time before the /WR rising edge and tDH ammount of time after the rising edge. Microcontroller change should be done outside of those timings.
