You are correct that 2 AD5262 in daisy chain will need 18 bits (9 bits for each IC) to update registers to correct values in both the ICs.
As per the SPI protocol with daisy chain mode, the user can have multiple AD5262 ICs in the daisy chain mode with no upper limit, as long as the timing specifications as provided in the datasheet are met.
