LTC2295' DA[13] is low

Check your solder joints, it sounds like D13 is shorted to GND,  Upload a high resolution picture and I can check as well. 

I checked these two pin and it is not .

Did you put a scope on the D13 line to see if anything is coming out of the part?  Can you upload raw data for me to analyse? 

Yes,I used a scope to analyse,and it gets a signal of 0v.Some chips are normal but some chips' D13 pins get 0v forever.

What wonders me is that D12 ~D0 pins are normal,only the D13 pin don't change any time.

If some ICs work and some don't then you can rule out the IC and the board.  The parts that aren't working are either being damaged during assembly or there is a marginal design on the board.  Can you send a layout and a picture of your board?

Yes, that is a good experiment.  See if the error follows the part or follows the board.
