What should I do when not using the REF and XTAL pins?
Is it okay to leave them open?
Also, would a pull-down or pull-up be effective for increased robustness?

Yes, the REF and XTAL pins may be left unconnected/floating when an external reference or external crystal/clock source is not used. However, if you do not prefer floating inputs, you can connect REF(+/-) to AVSS, and XTAL1 to DGND.
On the other hand, the AD4114 offers an internal reference and internal oscillator, so no external components are required when used. Pull-up or pull-down resistors are generally used for digital input pins that require a defined logic state.
