The timing specs for data conversion remains the same regardless of the oversampling ratio. It is relevant for the conversion phase rather than the OSR value. For OSR=64, as shown in the diagram below, the total time to see the IN0 results will be = {63 * (t_CYC) } + t_CNV

The NOOP command acts more like a "Don't Care" in this situation. If you refer to Table 18, you'll see that only when switching to Register Config Mode should you type 0x0A command. Otherwise, you'll need to give the NOOP command while in Standard and Advanced Sequencing Mode.
