One question about AD 7805

Question

Could I ask one question about using AD 7805? 
 
 I have one question about using AD 7805 (Digital to Analog Converter) from Analog Devices. When I follow the datasheet to do the connection on Page 8 & 17, I can not get any data as I expected on the output side (Pin 3) (only noise). I want to know the reason. My connections can be shown as the following and the datasheet of AD 7805 can be shown in the attachment.
