The order of register programming might be okay. There is a concern that by enabling the Mu controller first, then providing a DAC clock input, the mu controller may not end (or lock) at the desired phase. The recommended sequence ensures that there is a stable clock running first, so all logic is in a known state before the Mu controller is enabled. Customer would need to check that the mu controller consistently locks at the target phase value in a variety of environmental conditions before committing this sequence to production.
