Can I tie the reset pin high or low and still use the SPI interface?

 No, the Reset pin is an active High pin. It must be pulsed from low to High then back low to reset the device and start the instruction cycle in SPI. Tying the Reset pin HIGH operates the device in Pin Mode. Please refer to Page 24 of the datasheet for more details.
