1. Not all devices can generate an arbitrary wave. The most reliable way to know if this feature is available is checking if the chip has internal memory. An example of this is the AD9106 which has an internal SRAM for arbitrary waveform generation.
2. The relation between the DAC sampling rate and the input data rate depends per device. In most devices, the relation is the Interpolation factor. There is provision for 2x, 4x, and 8x interpolation for most of the devices.
