Due to a 73dB SNR is the minimum input power level of ADC -66dBm?

Yes, this is correct. The ADC full-scale swing is 2Vpp and is equivalent to 6.9897dBm for 100-ohm input impedance.

No. The SNR parameter is in dBFS scale, and not should be interpreted in dBm. SNR (dBFS) = Signal (dBFS) - Noise (dBFS)
As for the 73dBFS SNR, the analog signal is -1dBFS as per test conditions.
