Yes. The ADC board is just an Arduino hat that is designed to work with the DE10.

Thank you for the answer,  from my limited understanding the DE10 is used as an in-situ computer that extracts the frequency domain features of the vibrations. 
For my project I want to record data, extract features in time and frequency domain and train a machine learning model to be able to recognise component failure in a CNC mill.

With that in mind can the Data Acquisition board be connected through something like an Arduino or Raspberry Pi to my computer or do I need an FPGA board.

Technically you just need something that has the Arduino header and runs Linux since we don't have baremetal drivers for all the parts on the CN0540. However, if you deviate from the DE10 or CoraZ you will need to configuration the devicetree and kernel on your own.
