Hi LTC6946 and HMC830 are in Last Time Buy status and we don't recommend using them in a new project.
You can simulate ADF4377 and LTC6948-1 in ADISIMPLL to see output performance. Phase noise at 5Hz offset will be dominated by the reference source. You can model your reference source in ADISIMPLL and see the noise contribution coming from the reference. 1/f noise spec of both ADF4377 and LTC6948-1 is good enough to provide your requirement as long as you are using a good reference.
