I can provide a guideline for setting OSCUT. There are three register that control OSCOUT, 0x39,0x3A and 0x3B.
Reg0x39 controls common OSCOUT path enable/disable and frequency divider. If you want same OSCIN frequency, you can set this to 0x01.
Reg0x3A controls OSCOUT0 and Reg0x3B controls OSCOUT 1. To enable buffer, Bit0 should be set to 1. I can suggest to use LVPECL output driver to drive ADF4371 reference with AC coupled configuration. To have that, you can set Reg0x3A=0x11 or REg0x3B depending on which output you'll use. If you are planning to use both, you can set both of them to 0x11. Let me know if you have any question on this.
