Yes, this is correct for ADF4360-1. ADF4360-7 also uses same evaluation board and L1&L2, R25&R26 are required for ADF4360-7 to set VCO center frequency.

But L1&L2, R25&R26 are not mounted, so pin #9 and #10 (AGND) are open.
In the datasheet, they should be connected directly to GND.

Those pins are internally connected to ground. You can connect them to ground in your own board design.
