What does ADI recommend for an easy to use & low power Reference Cleanup Loop?

The HMC1031 is an excellent choice. It has a 2 pin parallel programming interface. No SPI programming is required. In terms of size and ease of use, it is truly unique as most(if not all other) low power PLLs require SPI programming in the industry. 
 The ADF4002 is also another excellent choice if extended temp range up to 125C or more frequency flexibility is required.

 The LTC6952 can be used when you need the absolute best 1/f noise performance <100Hz offsets. This device is much higher power, but its -281dBc/Hz 1/f performance leads the industry by a 5-6dB over any other PLL I know of (as of June 2020).

 Both of the HMC1031 and ADF4002 can be used with the LTC6957 for reference oscillator distribution. The LTC6957 has integrated filters that can improve the oscillators noise performance. The HMC1031 webpage has several other buffers that offer excellent performance for close in noise performance. Like the HMC1031, the LTC6957 does not require SPI programming.
