Are there any application notes or other design resources that can be used to select the appropriate configuration for the charge pump current and loop filter parameters for PLL2 on the AD9524? The datasheet is sparse with information about what parameter spaces allow PLL2 to lock.

I am sorry to say, but all the documentation that is available is on the chip's webpage.
Regarding the parameters that allow PLL2 to lock: I suggest increasing the charge pump current to a very large current. IT can be increased up to 892.5 uA. By default is 0. It's the register 0x0F0.
