I'm sorry to tell you, but we do not have the FPGA code to control the AD9517-4. I suggest you buy an AD9517-4 evaluation board (which you can control from the PC) and connect it to the AD9484 board J200 connector. This will allow you to clock the ADC.
I bought AD9517-4 evaluation board from mouser.Then I test it.But I found the problem.
There is no board found.The follow is my connection.
The CR3 LED fails to blink when the evaluation board is connected

I am glad you got the evaluation board to be recognized by the PC and now it works.
You use a TCXO in a LVPECL ac-coupled configuration as the reference clock (taken from the TCXO data sheet).
This is good as we use also an ac coupling scheme on the evaluation board.
The AD9517-4 data sheet specifies at page 4 that the self biased voltage at REFIN pins can be:
So you have to ensure that the voltage coming out from the TCXO LVEPCL schematic matches these specifications.
I did not spend time to analyze the charge pump filter you put. I see it is different than the one we used on the eval board.
But the schematic seems fine to me.
