The voltages applied to H, CS, and U/D cannot exceed VDD by 0.3V as specified in the "Absolute Maximum Ratings" at the top of page 2 in the datasheet. However, this does not mean the voltage levels of these pins need to be the same. For example, if you have a low voltage microcontroller and require a higher voltage on the resistive divider, just be sure to tie VDD to the higher of the voltages and that your microcontroller can satisfy the minimum V_IH of 2.4V for the digital inputs.
