As far as I understand your question is you want to connect two TDM inputs using 16 BCLK. The chip itself will not assist you with serializing for these two channels. The combining of the streams would have to be managed off chip and would require synchronization of the two sources. So, if you can keep these two chips in sync and drive one to High Z while the other is transmitting you may be able to make this work. But the port by itself does not have this capability.

Regarding the part of your question where you point out that the ADAU1767 does not have a setting for 16bit-wide data slots. There is a way around this using software. You can setup the serial port to operate in 32 bit mode. So the 32 bits of the serial stream will directly be transferred into the core.

What you do is setup the part to pick up a TDM-4 data stream but 32 bits per slot. 

What this will do is pickup two 16 bit words as one 32 bit word. Then we have library objects for splitting up the 32 bit word into two 16 bit wide audio data. There is also a library object for combining two channels into one 32 bit word for sending out of a serial port setup for 32 bit format TDM-4. You will end up with 8 channels of 16 bit data.

I have not had a chance to work on the last question you posted. It is not related to this TDM format. It is related to clocking or some other issue. I will get to that.
