Is there a reason why the ADC low-pass filters in ADuC 8xx Eval boards are a 1:1 buffer followed by a passive L/C filter ? Wouldn't it be more effective to wire the op amp with the L and C for an actual active low-pass filter ?

Yes, you can use an active low-filter depending on the application you are designing.
The design for the ADuC 8xx Eval boards is more generic to cater to a broader market and different applications.
