When choosing a sense resistor for low current sensing you need to keep in mind that the accuracy of the measurement is relative to the voltage which would be sensed from the resistor.
Therefore a relatively large sense resistor would need to be used (>0.1Ohm) to sense currents below 10mA accurately.
