The quiescent current is only 700nA because the MAX40007 adopts a special output architecture. However, the premise is that the output cannot be zero. We can only get the quiescent current of around 700nA when the output is no smaller than 0.1V. Otherwise, the quiescent current can reach up to around 500uA.
