Is a fast overvoltage transient condition (35V for ~500ns) acceptable on the
inputs of the AD8214.

With fast transient over voltages, there is a transient time fast enough to
make an over voltage event look like an ESD event rather than a steady
voltage. Obviously for these types of events, the voltage rating is much
higher. Normally, we take customers' waveform and test it out and let them
know if the part survives.
Given this, we can say it's not surprising that the part survives an
overvoltage condition, the
transient is fast enough to look like an ESD event rather than a steady
voltage. We can guarantee our ESD cells will always be there, but we still
can't guarantee the performance when a part is operated outside the Absolute
Maximum Ratings.
