Hi Typhoon,
The transfer function of your circuit is:
In test1 that you have given the circuit will work just fine since the amplifier will only see it as a non-inverting configuration yielding your correct result.
In test2 substituting your values on the transfer function your Vout will be 12Vpp at Voffset = -9V which is outside the range of the amplifier with your supply.
May I know what your intended application is? What is your signal source? Are just trying to center your output? Perhaps you should use a difference amplifier with a dedicated ref pin.
